At its start, the intended audience for the Post was simply those living in New York. Before NYC turned into the massive metropolis it was today, and the post turned into the massive corporation it is now, it wasn't really plausible for the post to become a nationwide phenomenon.
Now, the intended audience is for anyone who wants to read updates on what's going on in America. While still specifically targeted towards New Yorkers, as the site still claims it is mainly about New York. The paper also is a more conservative paper, so naturally, the stories it tells and the people it paints of a picture of would naturally be in a more positive light if that person aligns with the Post's beliefs.
The audience, based on a lot of the Post's cover stories, generally seems more geared towards adults, as many of the top stories I saw involved dark topics like violence, drugs, crime, or suicide.
